The management of elementary school MOOE in the Division of Capiz, Philippines

Abstract:

This study delves into the management of Maintenance and Other Operating Expenses (MOOE) in elementary schools within the Division of Capiz, aiming to evaluate its extent and its association with various personal and work-related variables of school heads. Through quantitative analysis, data were gathered to address three main research questions: (1) the extent of MOOE management, (2) differences in management across school heads’ demographics, and (3) the relationship between work-related variables and MOOE management. Findings indicate that while school heads perceive their management of MOOE as very effective, teachers view it as merely effective, suggesting a discrepancy in perception. The study reveals no significant difference in MOOE management based on age or administrative experience, but a significant difference is noted concerning administrative position, educational attainment, school location, and school performance rating. Notably, schools located in disadvantaged areas face challenges in MOOE management despite its vital role in addressing resource limitations. Recommendations derived from the findings emphasize the need for adequate funding and training support from the Department of Education (DepEd) to enhance school heads’ competency in financial management. Additionally, establishing robust monitoring systems, transparency measures, and recognition mechanisms for effective MOOE management are proposed at the division level. School heads are encouraged to engage in training sessions, strengthen planning processes, and foster collaboration with stakeholders to maximize MOOE utilization for improved educational outcomes. The study concludes with implications for policy and practice, suggesting the development of criteria to identify exemplary MOOE implementers, comprehensive orientation for new school heads, and further research endeavors to expand understanding and address gaps in elementary school management practices. Efforts to optimize MOOE usage, particularly in underserved areas, are deemed essential for advancing the quality of elementary education and promoting equitable access to resources.
