Abstract
This study aimed to describe public secondary school heads’ management and leadership tasks and the significant relationships between the variables. It employed a quantitative method using a descriptive-correlation research design with a survey questionnaire as the primary data. The study used total enumeration sampling with to cover 13 school heads and 259 teachers with a total of 272 from public secondary schools in Sipocot District, Division of Camarines Sur. Results were analyzed using weighted mean and Pearson Product-Moment Correlation Coefficient. The findings revealed that public secondary school heads consistently perform their management tasks along administrative and instructional supervision. In addition, they also demonstrate strong leadership in fostering a positive culture. Moreover, a significant positive relationship exists between management tasks related to administrative and instructional supervision and leadership tasks related to positive culture, indicating that effective school management reinforces efficient leadership. Furthermore, public secondary school heads rarely encounter challenges in management tasks (administrative and instructional supervision) and leadership tasks (positive culture). In light of these results, the study proposes an intervention by providing a structured approach to reinforcing and enhancing public secondary school heads’ management and leadership tasks by implementing a policy guidelines and professional and performance development program matrix. Hence, it is recommended that continuous professional and performance development initiatives in management and leadership tasks may be provided to school heads and teachers to further strengthen the connection between management and leadership effectiveness. The Public Schools District Supervisor (PSDS) may monitor and assess the program’s implementation and impact to identify areas for further improvement.
